feat(timerConfig): 添加跑马灯内容配置功能

- 在页面中新增跑马灯内容卡片组件
- 添加文本域输入框用于配置跑马灯文字内容
- 设置最大字符限制为500并启用字数统计
- 在表单数据结构中初始化marqueeText字段为空字符串
- 集成到现有的定时器配置界面布局中
