feat(business): 添加 MTT 赛事配置管理功能

- 新增 tournamentConfig API 接口文件,包含查询、新增、修改、删除配置的方法
- 创建 tournamentConfig 类型定义文件,定义 ConfigVO、ConfigForm、ConfigQuery 接口
- 实现 tournamentConfig 页面组件,支持配置列表展示、搜索、新增、编辑、删除操作
- 添加配置名称、玩法、人数限制、延迟发牌等字段的表单验证规则
- 集成权限控制,支持不同操作的权限校验
- 实现分页查询和批量操作功能
